"Actually, the recruiting process is picking up lately," he said. "Washington State, California, Boise State, USC, UCLA, Colorado and Washington are interested.
"They're all just waiting on my highlight tape right now. My coach told me Colorado is really interested and ready to offer, so we'll see."
Kelly has had numerous invites for games, but hasn't been able to make trips this year.
However, he does like a few schools.
"Schools I'm interested in are Washington State, USC, California and Boise State," he said. "It's just the way they run their programs, the tradition.
"You can't go wrong with USC. They have great receivers. You look at Washington State and 95% of the time they are going to pass the ball. That's a great opportunity. Plus, my brother goes to Washington (2013 four-star Jermaine Kelly), so I'd love to be rivals to him. Boise State dominates their conference almost every year and California is changing this year. They are having their ups and downs, but I love their wide receivers coach and they produce on the field."
With visits inevitably coming, Kelly went in-depth on what he wants in a college.
"I'm really looking for a great coach that has the right mindset," he said. "It doesn't matter if they are winning games now, but it's more about how the players act towards the coaches and the coaches act towards the players. I'm big on relationships with coaches, that means a lot to me. It's really about what you learn from the coach at the end of the day and I'm trying to learn. Then, I want a good college, I plan to be there for four years and get my degree. I'm looking at the highest graduation rates. That plays a big role for me. I'm looking at studying communications or TV."
Kelly believes he improved greatly this season.
"Stats wise it wasn't noticeable because of stupid penalties," he said. "The big thing this year was confidence. I was playing with older people and I had the mindset I could do it.
"I would say now, my explosiveness really stands out about my game. I accelerate well and have breakaway speed. I have great hands and was more reliable than last year."
