The 6-foot-2, 185-pound defensive back had an opportunity to speak with Navy assistant coach Ivin Jasper since receiving the offer.
"He talked about how it is a great school," Eliphar said. "He also talked about how they are very good at football. He talked about how they play a lot of really good D-I teams."
With Navy having numerous nationally televised games last season, Eliphar said he was able to catch them on a few occasions. He talked about what stood out with regards to their brand of football.
"I see a lot of speed," Eliphar said. "They have a lot of good players. They just play really hard."
In addition to Navy, Eliphar is also receiving interest from Connecticut, Georgia Southern, and Georgia Tech.
